Medicare refers to the medical insurance which is governed and funded entirely by the federal government for individuals with disabilities and those over the age of 65. Also, there is the case of ‘dual eligibles’ which refers to the people with disabilities and low-income seniors who are registered for both programs. Furthermore, the program is counter-cyclical in nature which means that during tough economic times when individuals have lost their jobs and coverages, there is an expansion in enrollment to cater for the increasing needs. For example, the 2007-09 recession resulted to a rapid increase in individuals enrolled for Medicaid program, most of them being children. Importantly, as a result of the COVID-19 pandemic, there has been an increase in enrollment of individuals to the program to cater for those who have lost their jobs and income.
