Today, the government of the U.S has implemented regulations in all sectors to minimize risks in the population. For instance, the Chemical Facility Anti-Terrorism Standards (CFATS) are enforced under the federal government to regulate the operations of facilities that use or manufacture dangerous chemicals so that such chemicals do not get into the hands of terrorists (Klessman & Callahan, 2011).
