Medicare, Medicaid, and the Children’s Health Insurance Program (CHIP) share some similarities and differences. One of the similarities between these programs revolves around the fact that they are jointly funded by states and the federal government (Williams & Searcy, 2016). Despite providing money to support these programs, the federal government typically takes a step back, allowing the states to implement them within their territories. Although all these programs receive funding from both governments, the criteria of allocating Federal funds for Medicaid and Medicare differ from that used to fund CHIP. Under Medicare and Medicaid, federal government contribution is dependent upon each state’s FMAP (Zheng et al., 2017).
